Matka gambling, also known as satta, is a lottery type that was originally based on betting on the closing and the opening rates of cotton that was sourced from the New York Cotton Exchange. It dates back to the period of Indian independence, when it was called Ankada Jugar ("figures gambling"). It was in the 60s that this system was replaced by other methods to generate random numbers, such as pulling slips from the large earthenware pot referred to as a matka or playing cards.

In the initial version of this game wagering was based on the closing and opening rates of cotton, as they were transmitted via the Bombay Cotton Exchange from the New York Cotton Exchange, using the teleprinters.
In 1961 in 1961, The New York Cotton Exchange stopped the practice, which led punters to search for alternatives in order to maintain the matka trade in existence. Rattan Khatri introduced the idea of announcing the opening and closing rates for imaginary products. The numbers would be written on paper and then put in the matka, an earthen pot. The person who wrote the numbers would draw a chit, and announce the winners. Through the years the game changed in that the three numbers were drawn from a set of playing cards. However, the term "matka" was kept.
It was in 1962 that Kalyanji Bhagat introduced his own version of the Worli matka. Rattan Khatri introduced the New Worli matka in 1964 with minor changes on the playing rules. Kalyanji Bhagat's matka played every day during the week but Rattan Khatri's matka played only five days per week from Monday through Friday.
In the heyday of the textile industry in Mumbai there were mill workers who engaged in matka. This led to bookshops opening up in and around mills, mainly on Central Mumbai. Central Mumbai became the hub of matka-related business in Mumbai.
The decade of the 1980s and 1990s saw matka industry reach its highest point. Betting volumes in excess of Rs. 500 crore could be distributed monthly. The Mumbai police's huge crackdown on matka dealers forced them to relocate their operations in the city's outskirts. A lot of them relocated towards Gujarat, Rajasthan and other states. Without a major betting source inside the capital city gamblers began to look for different gambling options like online gambling and lotteries in zhatpat. In 1995, there more than 2,000 large and medium-time bookshops operating in the city and nearby towns. However, since then the number has decreased dramatically down to under 300. Kalyanji Bhagat
Kalyanji Bhagat was born as a farmers in the town of Ratadia, Ganesh Wala in Kutch, Gujarat. Kalyanji's name as a family named is Gala as was the family name. Bhagat which is a variant of Bhakt, was the name granted to them by King Kutch to show their devotion to God.
He came to India as a migrant from Bombay in 1941. He first was employed in odd jobs ranging from masala ferriwala (spice seller) to managing a supermarket store. In the 1960s, while Kalyanji Bhagat was operating an e-commerce store in Worli and was the first to introduce matka gambling , accepting bets based on the closing and closing prices of cotton that were traded through the New York wholesale market. The shop was located on the premises of his building Vinod Mahal, in Worli. [5][6]
After Kalyanji Bhagat's death was killed, his son Suresh Bhagat was the manager of the business together with wife Jaya Bhagat whom he married in 1979.

On June 11, 2008, a truck rammed into a Mahindra Scorpio in which Suresh Bhagat and six others, including his lawyer and bodyguards were travelling, killing all of them. They were returning from an Alibaug court, where the hearing of a 1998 narcotics case had been held. During investigations by the police it was revealed that Hitesh Bhagat (Suresh Bhagat's son) and his mother Jaya Bhagat had hatched the plot to kill Suresh Bhagat. Hitesh and nine others, including Jaya, were arrested and were tried under the stringent act of Maharashtra Control of Organised Crime Act and subsequently convicted.

Rattan Khatri, known as the Matka King, from the early 1960s to mid-1990s controlled a nationwide illegal gambling network with international connections which involved several lakh punters and dealt with crores of rupess.
Khatri's matka started in the bustling business area of Dhanji Street in Mumbadevi where idlers used to wager on the daily trickle of the fluctuating cotton rates from the New York market. Gradually, it became a big gambling hub as the quantum of bets and betters increased. Due to a row over a winning number plus the New York market’s five-day week schedule, compulsive betters began looking for alternatives. Based on the requests of his friends, Khatri started his own syndicate and started drawing three cards to decide the day’s number. Khatri's betting was considered more genuine as the cards were reportedly opened in the presence of the patron. During the emergency in India, Khatri was jailed and served 19 months behind bars. He has retired from the gambling business and lives near Tardeo; however, he still does visit the Mahalaxmi Racecourse to bet on his favorite horses.
